Read about civil penalties for prohibited items.

For your security, all checked bags must be screened and cleared for travel. In some cases, bags may have to be opened and searched. If you choose to lock your bag, it is recommended to use a lock that can be opened by airport security agencies, (e.g. Travel Sentry Approved or Safe Skies lock). You may use other means of locking your bags; however, it is with the understanding that the screening process may result in damage to the lock or to the bag itself, and may cause baggage delays.

We recommend pre-paying for your checked and/or carry-on bags during your initial reservation to save time and money. Airport checked and/or carry-on bags cost more than purchasing during the initial reservation.
Please visit the optional services page for current bag pricing. Please note that additional fees apply for checked bags not pre-purchased during the initial reservation. For that reason, we recommend using this option for all bag types.

Running the same 10.15.1 update here, but cannot see the problem you described. It does not show the time when you started your computer. It should show the time when it last checked which at startup would be the "last time checked", not the most recent time. The latter should appear when you next check Software Update. At least that seems consistent with what I saw today. However, my computer is never shut down, rather I put it to sleep. I also have Power Nap enabled in Energy Saver. I do not remember what occurred in any previous version of macOS, so your mileage may vary.
