I think it depends on the game and the difficulty of the game. In Multiplayer games like Hell Let Loose, I see a lot more people talking in this FPS than COD. While games like Warhammer 40K Darktide you don't see many people talking till you reach higher difficulties. For me, if I don't need coordination to make it through I won't use chat since I would rather be blasting music or a podcast in the background than listen to in-game audio. There are also games like Phasmaphobia and Ghost Watchers where you need to use voice chat since it is a feature, but these tend to be seasonal games.
Discord might be one of the factors... my friends and I will typically be in our private channel--same with a lot of friend groups. If I want to talk to someone while playing, I'll be playing with friends, not chatting up strangers.
Push-to-talk is another factor. No one wants to hear people's music, chewing, background noise, or them talking to other people in the room. So the polite thing to do is to have your push-to-talk on... which of course doesn't make social interactions with teammates very convenient. And to that, I say GOOD.
